News of the 3 plains ...

So that concludes the public hearing related to the wind project Critot - Cottévrard - Bosc-Bérenger, a new fresh reinforces our friends of the association "Save the three plains" in their approach. Indeed, the City Council Bosc-Bérenger is in all likelihood reject the wind project to only 6 votes against 3 in favor. Something to give the lead sponsor in the pale ...

This decision demonstrates the lucidity of some elected officials who have resisted the bait of misleading financial returns for their county, as the various pressures whose promoters capable of exercising. They have shown interest as well as their common and well-living of their citizens imposed such a decision.

Without doubt they understood, informed by citizens' associations (see below the note appeared in the wake of this week, the intervention of Mr. Outurquin Association "Save the Three Plains" - he dissects particularly outrageous financial packages implemented by developers) that the ecological argument only served to lull the masses to better achieve financial interests far less disreputable.

A LVT, we want that information of this nature can inform elected officials, and guide them in their choice for the future of their territory and respect for people who live there.

Bosc Hard December 18, 2010,

I am writing in my capacity President of the association of environmental protection, in order to express my concern and that of our association called Le Vent Tourne located Hard to Bosc and registered in the prefecture as No. W76 100 22 95.
Indeed, our concern is based on the development of wind farms proximity and therefore the visibility will be totally realistic about the surrounding communities.

This project is part of a regional plan of course. Yet grenelle2 stresses the need to break with the urban sprawl territories.

A few miles from this project are many monuments. I no one will remember, that the Chapel Augeville. This site is one of the most emblematic sites of the Pays de Bray and more particularly on the Chapel Trail leading to Saint Jacques de Compostela.

It is illusory to believe that the visual impact of this wind project will have no impact on the landscape. Many politicians today in France, which attest to having been abused by developers photomontage.
The land base of this project altimetry is identical to the Village Augeville, as it is the same on the plain of the Hard Augeville Bosc.

France has comprehensive legislation that "recognizes the legal landscape as an essential component of life of populations, reflecting the diversity of their common heritage, cultural and natural and foundation of their identity. "

The law of 1976 on the protection of nature, defines among other things, the landscape as a common patrimony of the nation, the protection, enhancement, restoration, their readiness and management, is a general interest .

The law called "Landscapes", 1993, is the first law explicitly devoted to the protection and enhancement of landscapes. It reinforces the requirements for consideration of Landscape in planning documents.

The European Landscape Convention, which entered into force in July 2006, (Florence Convention) must be respected because it as law, but also because it confirms the need to face the commoditization and simplification of our spaces.

heritage is a local, regional and national question.

In this capacity and on behalf of the association I represent, Association Le Vent Tourne, which I warrant, I respectfully ask Commissioner Investigator, not give a favorable opinion on the wind project.

Attached to this request, the observation made by Mr Cormier, Bailiff in Rouen,
Stating opposition from 535 petitioners on Common Hard Bosc and the geographical scope of action of the association opposing this project .

The Grenelle 2 has validated the goal of 1.9 million megawatt onshore wind by 2020. This would correspond to an unaffordable estimated 40 billion scheduled for 1 9000 megawatts of this wind land.

therefore a rate increase from 20 to 4o%. Is estimated. It will be extended mechanically on some consumers are unable, to date, to pay their bills.

If the production of electricity by wind power does not seem to be abandoned, it seems necessary and urgent to establish the resulting costs and adapt to economic realities today.

In this perspective, a review of the objectives is required, it must pass such a reprogramming of offshore wind as land that offers no guarantee of sustainability in relation to its costs.

It would be nice to know the position of our elected local, state, regional and national issue of concern for the economic equilibrium of France.

Moreover, it is necessary to consider the uncontrolled stimulus projects on earth. Particularly with regard to revenues in both the departments and regions, like the proliferation of projects.

Far from any democratic rules, oddly, these questions remain unanswered.

As for the production of wind activity to date, if we know the% of wind energy production * (as of 16/12 ... a tiny 3.81% ) on the other hand period of 12 days, the wind power will provide only 2.33% of total energy, and just when we would have been needed most ...

An area full of wind!

Now what was still an estimate from us, is becoming a reality. We reported on the chart below (Click to enlarge) projects that have emerged recently, and very little time.

¨ In dark gray: current projects ; for sector-Critot Cottévrard-Bosc-Bérenger, the building permit has been filed!

¨ In light gray: the draft Bosc-le-Hard , still alive but on hold.

¨ hatched: the best for last: the project "crawling" those who argue quietly that people are aware that at the last moment - apart from some elected and landowners. Among them, the Saint-Victor-L'Abbaye recently unveiled information Dieppe, thanks to the vigilance of the association "Montreuil-en-Caux Storm!

Focus on wind power projects in progress ... Bosc-le-Hard

Bosc-le-Hard: vigilance still relevant!

Draft Company E 3 was tentatively rejected two resolutions by the City Council in June and September 2010.
This lull in the record allowed Bolhardais a break, especially since the association "Le Vent Tourne" played the game of appeasement: displays taken down, no triumphalism, but discretion, even on the association's blog. In reality, we do not hide our distrust maneuvers Company E 3 and have not stopped to watch. Why now back on topic?

small reminder of the facts. The refusal of the municipality relies on two main grounds:
1 ° the provisions of the Grenelle II requires wind farms a minimum size of 5 machines.
2 unable to build on the security perimeter of the catchment. However, the water supply of the town depends on 100% of this collection. Any pollution can have dramatic consequences for the population . The investigator public was adamant on this point. But the project lost a wind E3 in battle and it is no longer viable!
We're still here. But we think Company E 3 seeks to circumvent the decision of the public investigator, in violation of the safety of inhabitants. The next logical step would be legal recourse against E3 of the proceedings of the town.

You understood, developers have no scruples and we denounced the risk of dealing with them! Really, the main driver of wind power has never been the wind, but rather the money for developers and owners who agree to such projects on their land. Ecology - sustainable development - future generations are unfortunately only the dress of their business ... whose citizens are paying the price.

Frichemesnil - La Houssaye Berenger / St-Victor-l Abbey: shhh!
Two projects that are emerging in the utmost discretion. It is now method. Finished false appearance of environmental communication. To get ahead of opponents, proponents projects out of their hat at the last minute - sometimes even when the wind development area is not established yet (okay, it will be, oh miracle after the fact ...). ;
Except at St Victor A., the association "Montreuil Storm" was the fastest! A Frichemesnil, a wind developer began contacting farmers. Attention, again, things can go VERY fast!

Cottévrard - Critot - Bosc-Bérenger: All!

The rejection of a previous project had brought some life to people. In October, a draft of 5 wind turbines, remodeled has emerged, including the building permit was filed by the company VOD Energy news. Machines 120 m high are located on the plain, lies within a triangle between A28 - A29 and the railway line . This surprises most is that the municipality Cottévrard has granted permission for the extension of a subdivision whose homes will be located in full visibility with the wind .... and of course, no owner of these houses has been informed of the implementation of these machines!

The local press reported on the project that has arisen as a surprise to most people. An association called 'Save the 3 plains "was quickly established at the initiative of residents, refusing to be put before the fait accompli imposed by the developers and elected Cottévrard who supported this project.

Visible on the territory of several neighboring communities and particularly Augeville, Bosc and Hard Esteville, a public inquiry has been opened. Residents can meet the public investigator on the dates and times indicated (see box at bottom of page). Each can record their opinions, or just type it is against the installation of the wind farm.

From experience, we can say that the public inquiry only rarely leads to the withdrawal of a project, but the only "luck" for residents to give their opinion! It is therefore essential to take it! There will be no vote by referendum.

How Does Shiny Umbreon Look

Back

While the path of return was found for young Bolhardais (- and most adults too!), Our association is through his message and after a summer under the sign of appeasement, but not synonymous with sleep much ... We have always made clear our vocation information and awareness and want to keep their word on this.

Why come back to you, other than to wish you a good return? Because the issue of wind is always open and he reminds us these days, on the occasion of a letter received at City Hall from society E3. In the month of August, information was made on the municipal bulletin board, urging us to contact City Hall to ask for clarification. Ms. Bivins has expressed its intention not want to talk about it for now, to discuss the next council. We have to wait until reading this post and can only make assumptions before then.

A flashback is needed to understand why the announcement of this letter is important.

Deliberation
Last June the City Council Bosc-le-Hard took an important decision against the wind project E3 society. Our association supports this decision reasonable City Hall based on two arguments put forward by the Mayor: 1

Several wind turbines are located on the perimeter of protection of water catchments,
2 The law passed in Parliament in May 2010 requires a minimum of 5 machines for any wind project, which invalidates one of the company that E3 will build the necessary number of turbines (see 1).

drinking water abstraction
A LVT, we consider that the first reason should be given full attention Bolhardais. Our town is in a unique situation: the public inquiry held about the treatment plant has clearly shown, and hydrogeologist who was consulted was categorical: the perimeter of protection around the catchment prohibits ANY construction, starting with the foundations of the turbines are profound.
But the public inquiry showed that the layer of chalk that place is, at most, only 10 meters, and most importantly, that the town Bosc-le-Hard depends on a catchment Drinking single . There is no interconnection with other networks of drinking water. What makes our community very vulnerable. Public authorities appear very sensitive to this situation is that pollution of the catchment would be consequences "for the dramatic population" (the words have been so employed).

Email
E3 is in this context comes the letter from the company E3 we do not know the content, you'll understand. Nothing prevents provided to reflect and make some assumptions, until we have more information. For now, the conditional is needed.

1 ° If the letter is reviewed by council is that E3 does not accept the decision that was taken. This is not surprising since, as of August 2010, while Bolhardais saw themselves assured that the turbines were still only as a "project", the director of E3 in the press proclaimed his intention to carry through the dossier, at all costs because it had already invested too much. The measurement tower - always up to date when it should stay that one year - is there to remind us. The record wind on BLH is not dead.

2 E3 decided to take legal action against the decision of the Town Hall. Echoes reached us in this direction, but we can confirm at the moment. At least E3 defend his project by bringing new arguments. If so, we hope the council does not allow himself to impress or influence . It is time to decide who in our community. The council is sovereign in its decisions, and failed to justify themselves to this company and it has only accountable to residents of the town.

3 E3 can set up new wind power because it has received the approval of new farm owners or operators. According to our information, this assumption is very unlikely.

4 ° E3 made new financial pledges and / or proposals to the arguments that were opposed (abstraction of water in particular)? What give them confidence, knowing their determination to succeed no matter what happens in this project? What guarantees can we accept a company that has mounted a mast measure a month before the end of the review periods, and has still not removed after one year, while the campaign announcement is over?

Vigilance rigor
This case involves the fundamental interests for Bolhardais: drinking water supply of common, and social peace . A LVT, we have been supported and critiqued by others. However, no one can challenge our responsible attitude: since the resolution of June 2010, we quickly removed the signs and paused our blog, without victory, without writing any leaflet or contact the press. But stayed alert to inform you.

We believe it is time for Bolhardais to experience the healing produced by the rejection of E3. The re would take a heavy responsibility for the life of the village.

How To Open Up A Wrestling Figure

36 quai des Goldsmiths is in mourning ... The

Bruno Cremer died July 7 at age 80. For 14 years the actor has been one of the most compelling performers of Inspector Maigret. Over the 54 episodes made, he " dusted" the character created by Georges Simenon, gave him a side and less philistine has injected a dose of humor sly.
Bruno Cremer had been admitted to the National Conservatory of Dramatic Art and was part of that famous group called "Cuvee 1952", one that included Jean-Paul Belmondo, Jean-Pierre Marielle and Jean Rochefort.
He started the theater in 1953 and there was no indication that he would make a career on camera, with 84 films. He turned to renowned directors like Costa-Gavras, Claude Lelouch, Claude Sautet, but Luchino Visconti and William Friedkin for the American version of The Wages of Fear where he resumed the role played by Charles Vanel in the film by Henri-Georges Clouzot. He also starred in the first movie directed by the Dardenne brothers, Fout; was in 1987.
Friends of Georges Simenon will remember the man affable and somewhat shy they had met at a session of homage to Georges Simenon held November 23, 2002 at the Academy Royal French Language and Literature in Belgium. There had been interviewed by his secretary perpetual, Jacques De Decker.

36 quai des Orfevres narrated by Claude Cancès

35-year career in the CID Paris, Claude Cancès has seen it all, from the mundane to the anti-gang via Crim 'before becoming the boss of 36, Goldsmiths dock. In Here he tells us history and stories of the Paris police: the Bonnot gang, business Stavisky, Petiot, Ben Barka, Markovic and the business it had to be treated, Empain, de Broglie, the Irish of Vincennes, the attacks in 1995 ...

The book is immediately placed under the sign of Simenon one would have suspected, this sentence with emphasis placed on:

"Men of the Crim 'does not take themselves too tragic. They are not trying to be like the heroes of novels ... They never speak of intuition or instinct. A fortiori the word genius is it foreign to their vocabulary? No! These are trades. "

Georges Simenon , 1933

There are other allusions simenonniennes throughout the book. Thus, when in 1975 Claude Cancès landed in the Criminal "I expect to cross Maigret on the floor or in the grand staircase. In detective novels of Simenon is a loner that guy. He makes his merry way, looking for anything, pipe in mouth. Debonair. And it always ends. In fact, the job is not quite it. We do not only bump in the Crim ', we hump day and night, and success is not always the rendezvous. "

Considering the next move with a touch of nostalgia, the author notes that" to work with means modern Maigret would have changed the site, "that" [...] Computers have now replaced the legendary pipe de Maigret "and finally it comes to moving the" office of Maigret. It is indeed a hot topic ...

text Yves Pelletier, commissioner general of the Biennale in Vallauris 2010

When she realizes that her work as she likes to recall, are "among the table and object, painting and sculpture, and installation work ", Flavie Cournil itself the goal of limiting the maximm the use of complex techniques. Seeking to avoid some form of grandiosity, obsequious and useless babbling that would look like a demonstration, she organized a sort of "decay" of discourse that renders the work in the heart of the artist's work. It also gives in this way, afford more freedom, not to lose. It only seems to account for the clarity of context, thus preserving the ability as his creations to touch our sensibilities. The two examples she gives us to see were simply cut from porcelain plates and then painted with glazes. Timeliness allows him to retain the freshness and spontaneity of the gesture, the simplicity of the result, its effectiveness. This economy of means guarantee the visual impact of parts, yet accentuated by the choice of monochrome. Their reading is one way substantial and immediate. They are nonetheless surprisingly powerful in the treatment of quantities used. Their small size shall not prevent the impression of monumentality, yet never get rid of this light poetry due to drawing shapes, drawing almost feverishly sketched quickly and apparently without any special care or, in any case, without a strategy and away from academic. Hung from the wall or put in equilibrium on small shelves, their presentation is designed with, paradoxically, many of us care so they are accessible and familiar.
